Rwanda's health system has made remarkable strides over the last two decades: falling infant mortality rates, near-universal health insurance coverage through the Mutuelle de Santé, and a community health worker network that is a global benchmark. Yet behind these major achievements lies a persistent and often under-discussed challenge: the gap between health data collection and its practical application at the facility, district, and national levels.
